The term caring communities is ambiguous. On the one hand, it refers to an informal mutual entitlement, which refers to a social group defined as a community that cares for each other responsibly and treats each other with care. On the other hand, it is understood to mean a concrete, institutionalized concept of urban planning that makes care the goal and guiding principle of municipal care. Both connotations are based on the goal of a culture of care (cf. Vischer/Schneider/Dollsack 2022; Hahmann 2022; Schürch/van Holten 2022).
