In modern societies, citizenship is linked to gainful employment. In contrast, the concept of caring citizenship assumes care as an integral part of citizenship, of social participation opportunities and being a citizen, and recognizes the involvement in care relationships as care providers and care receivers as equals. Only through this fundamental expansion of citizenship to include the care dimension can both care and the concept of citizenship can be decoupled from gender (cf. Knijn/Kremer 1997: 330 ff.).
