The provision of effective care is not only dependent on the motivation of the carers and the establishment of a care relationship between the care receivers and the care providers, but also on financial, material and time resources that support the care givers and care recipients, as well as the resources needed to carry out the care service; only all components together ensure the provision of an effective care service (Jochimsen 2003a, 2003b). The necessary material, financial, and time resources can be provided by a person within or outside the care relationship as well as by groups of persons or private, governmental and civil society institutions outside the care relationship. or, with regard to the available time, can be specified in appropriate framework conditions.
